My apartment door was kicked in yesterday afternoon, and the only thing taken was my 42 inch plasma flat screen TV. It happened during the day while I was at work. And on that same day and time, 2 other tenants living 3 buildings down from me was targeted. I want to break my lease due to my safety without penalty fees, is that possible?

You can ask, but absent an agreement or unusual circumstances, the terms of the lease control. You should obviously put your personal safety first, but that might mean paying a termination fee or negotiating some other settlement to move. Of course, you should have renters insurance to cover theft and other property losses.
It depends on the terms of your lease -- look for language that talks about early termination. There is no State or Federal law which allows you to move out of a location because of the dangers/crime of the area. If you have not already, report the crime to the police as well as your landlord (in writing! email is fine). Ask your landlord to install a new locking system, a dead-bolt, and a "crime bar". If he will not do so at his expense, offer to share the expense with him.

It is unlikely that your lease allows termination based on a crime (read it). If not, the answer is no. It is a good reason to carry renters insurance and have good locks, as well as an alarm.
