Legal Question in Landlord & Tenant Law in Georgia
The apartment that I rent has an air unit but it hardly works. It only cools the apartment to 85 degrees F. I have two indoor dogs and they constantly pant and lay around because they are too hot. I, myself, profusely sweat when doing common household chores. After contacting the property manager and having a "handyman" come to look at the unit the air still has not improved. I'm worried about my pets and cannot move without melting. What can I do within my lease and legally to have a cool apartment.

You mention your lease, but don't tell us what it says about air conditioning. We don't have a copy. Air conditioning is often considered a non-essential, unlike heat, water. Many apartments don't include it at all. What does your lease say?
