can i break my lease if managment refuses to do anything about my downstairs neighbors who are stressing me out with the loud music noisey children and slamming their door so hard it knocks my stuff off the walls and also ther is a mold problem and roaches infestation, i need help.

I assume you made these complaints in writing via certified mail. Did you? (If not, do that and keep copies).
As to the loud noise, call the police.
As to mold, cal your county or city code enforcement, who will probably cite the landlord and ticket them to force repairs.
It is very difficult to break a lease and you should not do that until you (1) do the above and (2) see a lawyer.
