Breaking a lease

We rented our house on a 2 year lease with the option to raise the rent at the 1st year anniversary. There was a clause that said the renters could refuse the raise and move out. We sent them an email saying we would like to raise the rent by $50 effective April 1st. They wrote back asking if we could lower it and help pay for pest control. We asked them for information on the pest control so we could make a final decision. They just emailed today the 26th of Feb and said they were moving out on the 15th of March. My questions are these: do they have to give 30 day notice to move, since we didn't refuse the negotiation, can we say we won't raise the rent and they are still bound by it, and what time period do we return the security deposit?
