Hello, I let an engaged couple stay with me for around a year until personality disputes became to great they said they were moving out on 7-13-14 with one weeks notice. They left their belongings and said they would be moved out within a week, that week came and went then they said it would be the beginning of the next week. They have made vague threats of vandalism if I change the locks (which I was considering because they have made vague personal threats as well) I am concerned they will show up when nobody is home and do harm to me or another roommate or the property. I do not intend to keep their belongings(although they do a substantial amount of back rent) and only want the property to be occupied while they are present. Can I change the locks to prevent this? Also, should I file a formal eviction even though they voluntarily moved out?

Based on the post, the week has not passed. I would make it clear, in a business-like message, that they have until a certain date to get their belongings or you will pursue eviction that will lead to their belongings placed on the street. If and when they come, have a third "neutral" party there (or a police officer if you believe there may be problems). If they do not get them, start the eviction process.
