exempt from payment of rent

If there are things in the apartment that have gone unrepaired are you legally able to hold monies for payment of rent? Some of the repairs include a leaking ceiling which has fallen in, in some areas causing carpet to be saturated with water. I can't run the air conditioner because it also leaks causing the carpet to be wet.

Generally, no. You have to seek reimbursement for the repairs outside of your obligation to pay rent. However, if the landlord expressly gives you permission, you may be able to apply a rental credit. And if the property becomes uninhabitable due to the repair failure(s), you can terminate the lease and move out, which will remove the need to pay future rent.
