fix coast on lease

When I moved into my apartment comoplex, I paid for water as I used it. Two months later my landload decided to charge a fixed rate for water at 3x what my monthly bill was and that coast is added on to my reantal agrement. Can they do that? Looks like a way of raising my rent to me.

It really depends on the terms of the lease. Either go back over your lease or have an attorney review it for you to determine if such a fixed rate is in keeping with the lease.
