No heat in apartment
My heating/ac unit doesn't work. I've complained to them weekly since 8/08/03. The temp is 40 & below and I have no heat. We have new mgmt as of 11/25/03 & they aren't motivated to fix the problem. Both mgmt teams have done nothing but make excuses and lie. What can I do to get this resolved? Can I withold rent until I have heat? Please help, I'm cold and frustrated.

Send them notice by certified mail to fix the problem within a certain period of time. If they don't then consider finding another apartment. This is known as constructive eviction. Make sure you give them notice and have records that they didn't respond.
