Hidden Renter Fee

My mother lived in Marietta Georgia 3 years ago at an apartment complex. She had to break the lease and move out. At the time, they told her that if she gave a sixty day notice, she would not have to pay a penalty for breaking her lease. She is now trying to move to a new apartment in Columbia, but the apartment she is trying to rent is saying that she owes $700 to the old apartment complex she lived in in Georgia. When she called the old apartment complex, she found out that they are under new management and a new name, so no one who was there when she was there knows anything about it. Besides that, my mom decided that she will just pay the fine, but the apartment complex doesn't know who the money is owed to, since it was turned over to a collections agency. So we are in a bind since we can't rent another apartment until this matter is settled, and the old apartment complex (with a new name and staff) isn't being very helpful. What should we do? Do we have any legal options?

You mention a lease but don't tell us a word about what it says. Fees in a lease are not "hidden." She should have resolved this, in writing, when she moved. As for who to pay, you say it is with a collection agency.
