Landlord won't Repair Leaking Water Heater

This is complicated.

Two years ago the maintenance personnel at my apartment complex let unauthorized persons into my apartment. This resulted in Identity Theft. I complained to the leasing manager and she suggested I change the locks. I did. Now, the new leasing manager said she won't make any repairs until she has a copy of the key.

Is this legal?

I received permission to change the lock and don't feel comfortable given the Identity Theft.

What are my rights?

It is not complicated. Virtually all apartment complexes require they have a key. Most complexes would have not allowed you to change it yourself, or would have required a key when you did. If you do not feel comfortable from something two years ago, you should have moved at the end of that lease term (if it expired before now).
