My enant has stated that she is moving at the end of the month. She wants to use her security deposit as her last month's rent. This will leave me no recourse if she trashes the house. Can she legally withhold the last month's rent?

You can�t stop your tenant from doing it, but it is up to you whether to apply the deposit to the rent or damages. You would have to sue for any amounts above and beyond the rent/damages, if any.
