When does a landlord violate the terms of a lease?

I would like to know if a landlord voids the lease if they do not respond to a tenants complaints about noise in the apartment complex, and crime? Does the tenant have any rights to get out of the lease without having to pay any fees to the landlord?

Not likely, unless the landlord is causing it, or in any way condoning or encouraging it, or in any way lied to you or deceived you about it. The landlord is not generally responsible for the acts of third parties. If he has promised security services, that could matter. But, in most cases, your remedy is to contact the police if the observed behavior is criminal. In the case of noisy neighbors, there are also civil alternatives, such as nuisance actions. Frankly, in most of these instances, your best alternative is just to move. If criminal activity is in progress, you can't live there. See if you can find your landlord an acceptable new tenant and avoid a lot of controversy.
