When moving in the apt. I was not able to turn on power b/c of a previous tampering fee on the address the apt. some how was able to get my power cut on, then ten days later my power was cut off again due to the same thing,tampering, either situation was not my fault it was the apt complex which, was told to me by the power company,am i able to get out of my lease? I haven't been there 14 days yet.

Obviously, you need power. However, the quickest way to resolve this is to have the power company send a representative out to the place to inspect the connections, or do whatever they need to do. You don't mention whether the power is now on again, but even if it is, get the power company out there and get the manager out there so the power company has the information on file. It is a hassle, but you will likely not be able to get out of your lease if the issue can be resolved by taking a couple additional steps. Disputes with apartment complexes tend to stay with you via your credit report, whether right or wrong. Avoid hassles down the road, and try to resolve it now for everyone's benefit. If you get cut off again, after you get together with them, post the details again - the responses may change.
