Management not responding to complaints

Have an issue with neighbor tennant, complaints to management twice in writing, and multiple phone calls. In responce a for some of the complaints(not all) an officer was called. the lease says an officer will be avlible 24/7. The manager told us, a letter was never sent to inform neighbor tennant of the issue. And only decided to write a letter when we dicussed breaking the lease. What is the purpose for complaint forms if no action from management happens? What can we do,legal/or...?

Is it the managments fault for not upholding their end of the lease(not responding to complaints/ providing an officer?

This is a tricky question, but if the management is failing to provide security services promised in the lease, and if that renders the premises uninhabitable (due to crime), it could be grounds to break your lease. But its iffy if mere noise will do it.
