Legal Question in Landlord & Tenant Law in Georgia
I paid my rent on time and the landlord refused to take the rent because I have a past due water bill balance. I did not pay the water bill for three months. I do have a written lease which states I am responsible for my water usage. However, the water bill is attached to my lease on an utility addendum. Do I have any legal defense?

If you need a "legal defense," you are in a lawsuit and facing eviction. The solution seems rather obvious - pay your water bill as you agreed to in the lease.
