What is paupers law

I am attempting to find out what Paupers Law is and how can it be used? Can it be used in Georgia and are there any downsides to using this law?

I've never heard of a paupers law in 15 years of law practice. I won't say unequivocably that it doesn't exist in Georgia as I have been known to make a mistake. I need more detail about what you believe this law to be.
