Do I Have To Pay
The accounting firm for my apartment complex made a mistake and undercharged tenants for utilities last year. Do the tenants have to pay to make it up?

Probably. If you used the services, you will probably will have to, and should, pay for them. Of course, the apartment complex should work with you on payment since they screwed up.
