A pipe busted under the property im renting in Dec.08. Now my water bill is $500 and my landlord doesn\'t want to pay it. Is she legally liable?

The landlord is responsible for the cost of repairs, but I'm not sure about the water bill. Check with your local Magistrate Court about a small claims court case.
