Polygraph Laws

I live in a rooming house under section 8, the manager of the house (not the owner) has a tendancy to ''lose'' my mail (as well as several other tenants he doesnt like). He also accepts bribes for people who do not live there to stay in empty rooms, extorts tenants, willfully overlooks prostitution in the building (for a fee of course) as well as drug dealers. We have brought these problems to the Housing Authority on several occassions with no resolution. Some tenants and I are interested in filing legal charges against him (as my mail is pretty important to me) and want to know since he will obviously LIE about such if he can be polygraphed. Also any other ideas would be VERY welcome.
