what are the potential penalties for not giving a 60 day notice as stated in my lease?

It depends on the lease. It could be as little as the 60 days of rent, or if the lease automatically renewed it could be more. Apartment complexes (if it is an apt) generally are aggressive in collecting and at least will report it on your credit. That could cost you quite a bit over time, and many apartments or landlords will not rent to you.
