Legal Question in Landlord & Tenant Law in Georgia

I recently moved out of an apartment and received a bill for repainting of 20 walls in my apartment as well as the cost of replacement blinds. I asked the apartment manager upon move-in if painting the walls my own colors was allowed, since they offered custom accent wall painting choices to tenants, and I was told "Yes, you can paint, as long as when you move out the walls are PRIMED back to white." This management company hires painters after tenants leave to paint so priming back to white was required. I have receipts for the 5 gallons of white primer I used to prime all painted walls as well as photos of all work I did the day of move-out. Interestingly, the apartment I stayed at prior to this one was managed by the same company and I was also told upon move-out to prime back to white, which I did in the same manner, and never had ANY problems or charges for repainting. In terms of the blinds, these were NEVER damaged and were in perfect working order. I pulled three of the four sets of blinds all the way up and bound the dangling line with a simple zip tie so that they would not pose hanging hazards, and pointed this out to the manager upon move-out inspection. I even offered to cut the zip ties and show her that the blinds were fully operational, however she said "it's okay as long as when we untie the lines they work" They were never used, were in great shape when I moved in, and were in the same shape when I moved out. However, I was charged full replacement costs for perfectly functional blinds. I also have photos of these showing that they were not physically damaged, no missing panels, cracks, broken pieces, etc. I feel I am being charged for items I should not be, but other than pictures how do I prove my case?

Your questions are factual in nature, and, thus, cannot be answered in a forum, like this. If you feel they charged you unfairly, I would recommend filing a claim in your local magistrate court for the return of your deposit for any damages not rising above "normal wear and tear."
