No renters agreement

under GA law can a landlord demand back rent from a tenant who never had a renters agreement? The landlord also knew of the tenants in-ability to pay and his response was, ''pay me what you can when you can''. He also wants past due electric and money to fix a damaged counter top. If all is not paid in full by Oct. 22 he is going to seek legal action. Can he take me to court over this without any form of renters agreement or lease agreement? We never had one.

If you lived in the property with the landlord's consent, then you had some kind of lease agreement even if it was verbal. So, whatever the terms of your tenancy were, that it what the landlord can enforce.
