My Apartment complex has switched to a Power Company that bills our water usage by taking the total water usage of all apartments of equal square footage and then dividing the cost among all apartments of the same square footage. Is this legal?
Each apartment has an individual water meter. When I signed the lease the Apartment complex was using a different Power Company to bill our water usage and all. I did not receive any notification that the Property had changed Power Companies.
Can I be billed for other people's water usage??

Although I obviously have seen the lease, I imagine this is an issue that must be taken up with the power company. There might be some landlord liability if they choose which company to use, but it depends on the terms of the lease.
