rights for apartment tenant

I have paid the landlord, the first anbd last rent and a deposit, and i am ready to move in, the third day, i have to show my son the apt. he is yrs old, there are six police car parked next door and the tenant is being arrested right before our eyes, my son did not want to come in to see inside the apt, and did not want to go back to the place, next day i have spoke to the landlord and said to him unfortunately i will not be able to move in to your facility, and he have told me that i will get any of my money back, im surprise bec, non of my things have not even moved in there, i have the proof that i have cancelled the electricity to be put in the next day, and got the refund on that, my question is can i get my money back? i have not slept on that apt. at all. The landlord refuse to talk to me about it, is there any certain days that you can decide and get your money back after you signed all the lease? Thank you for your time,.

Your rights are found in the lease you signed. What does the lease say about it being effective only if you actually move in? Virtually all contracts are binding the second you sign them -- unless the contract says otherwise. Read and understand all terms before you sign. Here, the landlord held an apartment for you. They would not have done so if you had the ability to walk away with no notice. The electricity has nothing to do with the lease.
