Legal Question in Landlord & Tenant Law in Georgia

I started renting an apartment in college park, ga back in Nov 2012 and everything was fine. Then I started getting ga power bills that were a high as $300 for a 1 bdrm. My bill is usually $50. I have been placing work orders left and right but they NEVER come to fix the problems! I want to know if it is legal to have to apts in my name in the state of ga or is it a legal way to break this lease?

I don't understand your question. If the landlord fails to make a required repair, you would have a breach of contract claim against the landlord, but you would not have the right to terminate your lease.
