In the state of Georgia, can a landlord sue a renter who is paying rent in installments, that was owed and no longer resides at the residence, even though the landlord prevented the renter from returning to completely move out before the end of the agreement and if the renter was at that time up-to-date on rent.

Yes, anyone can sue. Most people who ask that question have already been sued, so the question and answer don't mean much.
