Tenent wants to change locks

I have a tenant that wants to change the locks so no one including me will have access. If I allow this can I be held liable for any emergencies that occur.

It depends on the type of emergency. If this is residential property and the emergency is the type of matter for which the Landlord is responsible for, then you potentially could be liable for an emergency. In a residential situation, the law imposes certain responsibilities upon the Landlord.
