Charging a patient for their medical record

My orthopaedic doc recently puta a notice in the paper that he was closing his practice. No notice to his patients and he has made himself unavailable. Some of his prior office staff are manning the office on a ''when they have the time'' basis and are charging former patients to retrieve their medical record from the office - per page. Is this legal? It sure doesn't seem ethical. I am on a limited income and to pay for my record would be a large financial burden on me. Please advise. Thank you.

The office is providing a service, for which they pay for the employees' time and expenses, and charging for that service. An inconvenience, maybe, but illegal or unethical, no.
