Legal Question in Legal Ethics in Georgia

A judge granted a habeus hearing. The opposing attorney said that it was not filed in time. The judge said he would review and get back in thirty days. Our attorney said that the judge meant "30 days after receiving the transcript." One year and 4 months later, there is still no word. Are there no laws that put a time frame on this kind of thing? Who regulates a county superior court judge?
