Federal overseer of State Bars

What is the organization that oversees State Bars? As in if you were to have a problem with a State Bar what is the Federal agency to contact?

There is not one. The practice of law is generally a state issue (with very limited exceptions, mainly involving lawyers practicing in federal court).
