Legal Question in Medical Malpractice in Georgia

Is it legal in the state of GA for a oral surgen to strap you to the chair before putting you under deep sedation? I was told by a few people that this was illegal because he was already using a chemical restraint, so straping my legs and each arm to the chair that is considered a double restraint.

Then while I was supposed to be under the deep sedation, I could recall the nurse and Dr. talking and could feel the pain from the drill he used it to extract my wisdom teeth. I obviously was not under all the way becausei could feel everything that happened. I could still feel the tears running down my face from my eyes that were taped shut. Is this legal or does he have a malpractice suit shortly on his hands?
