Legal Question in Personal Injury in Georgia

Is it lawful for a person to be hit when pulling out of a parking with the front tire of the vehicle at the end of the parking space and the Insurance company to fault the driver backing out?

Please specify which law in Georgia gives a driver the right of way over another. If not where I can research the law myself.
