Spider bites in Atlanta City Jail

Do I have a case if I was bitten by 3 spiders between the dates of 7/25/03 to 10/26/03 while I was a detainee in the Atlanta City Detention Center where also the medical treatment I received was unadequate and as a result I am still in pain and have had to seek the treatment of 2 emergency room doctors ?
