The VA hospital operated on me last year on my shoulder and Im almost positive they caused nerve damage. They gave me a nerve test and confirmed it was nerve damage but would not say if from them. I have now structural, physical, and visual abnormalities as a result of this nerve damage. I dont have insurance to get another conformation and now unemployed. What steps should I take to pursue this case?

Your being "almost positive" does not help. You would need to have a expert medical opinion that they did cause the problem and go from there. Meet with a medical malpractice attorney to determine if the matter is worth pursuing. Bear in mind that there is a statute of limitations that will bar suit, so if you do not act soon, you never can act.
