What law governs water run-off from neighboring properties as well as a city street which floods and causes damage and destruction to my foundation and property

You may be able to pursue the your neighbors, the developer of the community, and possibly the municipality for damages to your property.

It's called the law of tort and it applies to anyone who alters his/her property in such a way that it causes damage to a neighbor. Consult with a local attorney.
