If I purchased a car from the owner and its needs a motor in less than two weeks, can I get my money back? Also I haven't received the title yet

No.
Unless you buy a car with a warranty, you buy it as is, and if you fail to do what all buyers should - pay someone to inspect the car - you are likely to own a problem.
There is a requirement for the title to be transfered in a timely fashion, but that is your job. Once the seller signs it over, you are responsible to get it transfered.
