Abandonment of Property

Neighbor hasn't lived in owned townhouse for 2+ years. No gas, elec or water is on. The house is garbage infested, unsanitary, and unspeakable even to describe. I live next door, have water damage coming from her house. HOA has done nothing. Due to water damage, neighbor and I went in, as back door has been unlocked for months. There is a dead animal in her house, we believed it to be a cat. What can I do???

Since you have an HOA, you probably have covenants. Consult with a local attorney about what rights you have under the covenants.
