Legal Question in Real Estate Law in Georgia

Access restriction to property.

Private property 1100 acres sold in tracts to individuals. Property owners purchased 1-4 tracts each. No public services-mail,lights,street maintance etc. Quarterly fee $50/tract for road maintance. New gate and remotes purchased using road money. Each owner to receive 2 remotes(ie not each tract owner as charged maintance fee) Board mbs (not members at large) have the keypad access numbers and ability to change the code unanounced to all tract owners. This restricts my access to my property and to those I have given permission to access my propery for whatever reason I so choose:maintance,building,social etc. How can I remedy this without a free for all. I want those living there to enjoy safety and privacy but I nor the other tract owners want to be restricted from coming and going to our own tracts. I have been given 1 remote only and the President of the assoc will not give me the keypad code. He ''reserves the right to change the code at will'' thanks.
