I accidentally drove through a small patch of weeds in front of my neighbors house right by the road. It left two tire marks. He asked me to come flatten out the dirt and lay grass seed, which I did. The next day he asked me to buy fill dirt, hay and rakes because he was not happy with how I had done it. I refused because I have very little money and already did what we agreed on in the first place. Now he has filed a police report and saying he will get his lawn professionally manicured and i will pay upwards of 600$. Does he have the right to do that? There was a tree down in the gravel driveway that we all share (That I cut down) after a really bad rain storm. Your Professional answers would be much appreciated, thank you.

You owe him the cost to professionally fix things. Having said that, you have mishandled this badly!
All you had to do was call your insurer and they would have taken care of things (and paid). That is why you have insurance. In violating your insurance contract and not reporting it and trying to fix it yourself, you may have created a situation where they will refuse to pay or defend you.
Stop talking to your neighbor, make a claim with your insurer and let them handle it if they still will.
