Do you need the home owners permission to form an association. i live in a private home, and two people formed a DOCK association without anyone permission, can they do this. and what can i do i am not for it.

I represent homeowner associations and have some insight into this. Generally, anybody can form any "association" they want. However, imposing any of their wishes on others is another matter. Consult with a local attorney.
