Who is authorized to make changes to subdivision entrances in the right-of-way w

Some homeowners in the subdivision want to make changes to the signs and landscaping at the entrances of the subdivision. There is not a homeowners association. Can any group of homeowners decided what changes will be made? Will there need to be a majority of homeowners in agreement to facilitate changes? Do the homeowners at the corner lots have more or less say in the decision than the other homeowners? What steps can be taken by individual homeowners when there is a dispute in this situation?

Typically, the property at the entrance to a subdivision is in the right-of-way given to the county or city. They usually don't object to whatever the homeowners want to do in terms of flowers, etc. If you would like to discuss this further, please feel free to call me.
