Legal Question in Real Estate Law in Georgia

I bought property with 350 feet lake front. The water source for the lake is from a state river. There are a number of lots around the lake. The person that owns the largest percentage of the property under the lake says that we are trespassing if we boat on the lake. Does this person have a right to prevent us from entering and exiting the lake from our property? There are no known covenants or restrictions filed in the county records.
