Legal Question in Real Estate Law in Georgia

I bought a 2000 Volvo S70 from a guy in Athens, Georgia. I received a bill of sale along with the title. The tag office has informed me that the title was filled out incorrect. He received the car from his father and did not transfer the title into his name before selling it to me. I have tried repeatedly to contact him with no avail.What can I do to receive a correct title so that I may register my vehicle?
