Building a fence
I want to build a fence. My neighbor made a vegetable garden, planted shrubs, etc. in my property. I asked them to remove them that are in my property but they wrote me a nasty letter saying that I cannot build a fence. I had servey done for the property line but my neighbor pulled the marks away. City official told me I can just go ahead and build a fence without asking my neighbor to remove their belongings at this point as I am having so many problems with them. I have a permit to build a fence. I need to put the fence through the garden they made as more that the third of it is in my property. Can I build a fence even if my neighbor's belongings are still in my property?

Build your fence. But get ready, if he is this kind of uncooperative neighbor, for him to file some type of legal action. Build you a paper trail: send him the stuff the city sent you, along with a letter or email asking for him to specifically cite to you his "authority" for his premise that you can't build your fence.
