Covenants Enforcement
How can I get My Homeowners Association to enforce the covenants and do so evenhandedly throughout the neighborhood? They have intimidated some into compliance while others that have been warned simply disregard the warning and nothing is done about it.

You will probably find the answers in your Association's charter and/or bylaws and in your covenants. First, you should understand that in the vast majority of situations people are under the mistaken impression that the Association is "the police" in your subdivision. The covenants can be enforced by any property owner in the development. However, as a practical matter it is true that the Association is usually who takes action. If you are unhappy with them, see the previously referenced documents to see what procedures exist for removal of officers.
