If your covenants is miss printed with wrong county witness not date an 25 lots own by the bank not paying hoa fees is there anything I can do or is this a breach of contract

If you expect a meaningful response, you need to write a post with the facts, so it makes sense. How are we supposed to know what you can do, since you did not even tell us what relationship you have to the lots, the bank, or anyone else?

the HOA should sue the banks for the dues. The Banks are like any other owner, responsible for the HOA.
The fact you are asking me this question tells me that you do not have an attorney on retainer for your HOA. Big mistake. Now the banks can get away with not paying the HOA.
