Can I demand utilities be turned off for rental house?

I have a tenant who will not vacate premises. I am taking the appropriate steps to have them legally evicted/removed. However, due to lots of legal rangling on his part it could take weeks. Can I ask/tell the utiliites companies (i.e. water, power) NOT to provide services to my property as a means of movtivating the tenant to leave ASAP.

No. That would be constructive eviction, which is illegal. You might also be liable if something were to happen to the tenant due to no power, water, etc.
