Legal Question in Real Estate Law in Georgia

I have a drainage ditch that runs through my property. We are having erosion problems, and the committees water runs into a pond behind our house. The county told me that they wouldn�t fix it, and my HOA community said it wasn�t there responsibility. Is there anything I can do about it?
