easement

Can a person who was granted an easement for entry/exit, to/from there property, subsequently give permission to neighborhod kids to use the driveway as a golf cart path?

If the easement was in writing, that will control as to the holder's rights. If it is not in writing, the holder probably cannot assign his rights. Consult with a local attorney.

Ultimately, it depends on the original terms of the easement.

The way you describe the easement, it would appear that the holder of the easement only has the right of ingress and egress to his property, and cannot grant third parties the use of the easement to access any another property., which he seems to have done.
