How can I get an "evicted" renter to pay UNpaid rent?

First the practical answer: it is very rare to ever collect money in such cases. Be careful you don't chase good money after bad.

The legal answer: if you did the eviction correctly, you got a judgment for the rent in the case. Depending on facts you did not give us, you may try garnishments, levies or other remedies.

Keeping in mind what Mr. Ashman has posted, you would need to find out where the tenant is now residing and sue in magistrate (small claims) court in the county where the tenant resides.
